JAEA Ningyo-toge Environmental Engineering Center and Fukushima Environmental Safety Center have same challenges in risk communication. As reference, similar domestic cases were investigated by our two Centers, and requirements for building long-term relationship were clarified. As follows; (1) Develop new relationship with various stakeholders in the region. (2) Make better use of existing resources (personnel, land and facilities, etc.). (3) Make a concerted effort to create new values with local stakeholders. (4) Make an opportunity which local stakeholders confirm safety and build confidence to the project. These efforts will enhance the opportunities for operators and residents to learn about environment management and environmental protection.

Advance of research and development in the Japan Atomic Energy Research Institute

The Japan Atomic Energy Research Institute (JAERI) is comprehensively promoting Research and Development (R&D) activities to make the best use of a variety of potentials of atomic energy, based on the governmental policy described in the Atomic Energy Commission's "Long-Term Program for Research, Development and Utilization of Nuclear Energy" and the "Science and Technology Basic Plan" framed by the Council for Science and Technology Policy. These activities pursue long-range stable supply of energy, development of science and technology, and quality improvement of people's life in Japan. This paper introduces major advances of JAERI's R&D from December 2002 to November 2003.

A Research program for numerical experiments on coupled thermo-hydro-mechanical and chemical processes

In a repository for high-level radioactive waste, coupled thermo -hydro -mechanical and chemical (THMC) processes will ocurr, involving the interactive processes between radioactive decay heat from the vitrified waste, infiltration of groundwater, swelling pressure generation and chemical evolution of the buffer material and porewater chemistry. In this program, numerical experiment system for the coupled THMC processes will be developed in order to predict the long-term performance of the near-field (engineered barrier and host rock) for various geological environments. The simulation code development has been started in FY 2001 and three development steps are planned, because (1)development will be continued for some years, (2)feasibility of numerical experiment have to be confirmed by using existing tools. This report presents the following items of the simulation code development for the coupled THMC processes. (1)First step of the simulation code development (2)Mass transport passways in compacted bentonite (3)Parallelization of the simulation code
